In the second year, with the availability of Lillard and some experience in the squad, Bullips bettered their record to 40% wins. Sadly, they couldn’t make it to the playoffs in either of Bullips’ coaching years but looked solid on offense given the age and experience of the players. Billups also made serious efforts to enhance the team's defensive strategies, an area that the Trail Blazers had struggled with in previous seasons.

One more impact that Billups showed was in player development. He worked closely with young talents like Anfernee Simons and Nassir Little.
